A smooth surface will allow flow to produce vortex shedding, a process leading to dangerous vibrations. When car is driven on highway, vortex induced vibrations are strong enough to fail the antenna. But the helical stakes on it divides the flow such that this two dimensional process does not take place. Same goes with chimneys that have similar outer surface.
